A welcome addition to the French Liberal School, and a nice transition from Say to Bastiat (if that makes sense). His discussions on methodology and public debt warrant attention. His thoughts on land, however, do not. He also fails to distinguish himself from other French economists. I enjoyed reading Tracy, but wouldn't consider him above Say, Turgot, or Condillac - his predecessors.
